RATE is a registered non-profit society set up in the late 1990's to promote alternatives to pesticides and other toxins in the Halifax Regional Municipality (HRM).

|Following the leadership of Hudson and other communities in Quebec, HRM became the first capital city in Canada to pass a pesticide bylaw. After a 3-year phase-in period, Bylaw P-800 came into full effect in April of 2003.|
